To support the development of the national low level waste strategy, a number of key topic areas have been identified with specific strategies being developed for each topic. These are referred to as topical strategies and the attached document provides a summary of these topical strategies.

Given the significant changes to LLW management that have occurred across the estate since 2008, there was a need to update the LLW Strategic Review analysis based on the current situation in 2010. The aims and objectives of this 2010 LLW Strategic Review were as follows:

The first Low Level Waste Strategic Review was published in January 2009. The review includes a comprehensive assessment of the LLW baseline and potential challenges and opportunities. The review provided the foundation for the development of the UK Nuclear Industry LLW Strategy and associated LLW Management Plan. The full strategic review is attached below alongside a summary of the Strategic Review.

The UK Nuclear Industry LLW Management Plan sets out the overall plan for developing and implementing an integrated LLW programme throughout the UK. The LLW Management Plan identifies the scope, schedule, and resources (how, when, and who) needed to conduct the tasks for improving LLW management through the entire waste lifecycle from waste generation to final disposal, integrating the results of previous strategic studies.
This is the first annual review and update of the LLW Management Plan that has incorporated ongoing optioneering and other underpinning studies, including a detailed Strategic Review of the current ‘baseline’ of LLW management programmes at NDA sites.

The results from these BPEO studies ensures the rationale behind the LLWR strategic decision with respect to VLLW, combustible and metal treatment services. The BPEO studies demonstrate systematic methodology involving technical, scientific and qualitative judgements.

LLW Repository Ltd's National Strategy Team has prepared a series of Strategic Technical Briefs. The attached compendium represents a chronological compilation of the Briefs prepared during 2008/09. These Briefs were originally developed to provide an improved and common understanding of various technical areas related to low level waste strategy to help inform and underpin the emerging UK Nuclear Industry Low Level Waste Strategy to be prepared by the Nuclear Decommissioning Authority.
The briefs cover a diverse range of topics across Low Level Waste treatment and disposal. Each Brief represents a “snapshot” in time and points to additional information needed to fully understand the issues, inform decision-making for future management solutions, and/or provide new options and opportunities to be pursued by the integrated National Low Level Waste Programme.

LLW Repository Ltd has recently commissioned a study to look into the opportunities for improving the integration of low level waste transport across the UK and to investigate the possibility of establishing Transport Hubs for waste. This approach may allow increased use of the rail network for low level waste transport. The initial study is attached below.

Completion of the strategy follows a formal and comprehesive consultation across the UK. Originally scheduled for a 14-week consultation period from 5th June to 11th September 2009, the consultation timeframe was extended until 30th November to ensure additional opportunity for comment from a wide range of stakeholders and interested parties. A total of 74 responses to the strategy and its accompanying Strategic Environmental Assessment were received.
