Planning Application

The LLWR has been a key fixture of the Cumbrian Coast for many decades. Originally the site served a vital national role as the Royal Ordnance Factory from 1939 and today it continues that vital national role as the primary repository for UK low level radioactive waste.
Its future role is set by the UK Low Level Waste (LLW) Strategy which requires its optimised use to provide ongoing disposal capacity for LLW. In response, we are seeking to provide this capacity to ensure that the Repository continues to meet the long-term needs of the UK and the subsequent site closure.

A planning application was submitted to Cumbria County Council on the 30th June 2011 seeking permission for the following:

  • Retention of higher stacking in Vault 8.
  • Disposal of LLW in Vault 9.
  • The phased construction of Vault 9a and 10 to 14.
  • The phased disposal of waste in vaults up to approximately 2080.
  • The phased construction and final restoration cap over, and cut-off wall around, the vaults and trenches.

The proposals comprise a series of individual works which collectively provide for the long-term optimisation of the available and planned remaining LLW disposal capacity at the LLWR site to extend its lifespan, and for the final capping of the site and its ultimate closure.

The application is consistent with the national policy framework, which recognises the need for ongoing LLW management including the provision of suitable waste disposal facilities, with the LLWR specifically identified as the sole national repository and with the adopted Development Plan which similarly confirms the LLWR as a facility providing future disposal capacity.

The information submitted as part of this application confirms that there are no technical or environmental constraints to the development. We believe that the application clearly makes the case in favour of granting planning permission for this important scheme that will ensure delivery of the UK LLW Strategy and provide essential LLW disposal facilities for the UK and that planning permission should therefore be granted.
